Medical building owners should be aware
of
the following:
Recent legislation in California SB
1953 places new responsibilities on hospital owners. Within 3 years,
the owner must:

Conduct seismic evaluations and submit them
to OSHPD for review and approval.

Identify the most critical nonstructural systems
that represent the greatest risk of failure and submit timetables for
upgrading
those systems to OSHPD for review and approval.

Prepare a plan and compliance schedule for each
building under OSHPD's jurisdiction indicating the steps by which the
hospital
intends to bring their buildings into substantial compliance with the
regulations
and standards developed.

Identify a plan for phasing out or retrofit
of non complying structures and systems or outline steps for relocation
of acute care services to those facilities that comply with the
regulations.

Hospitals must also include seismic information
in emergency plans, inform various agencies, and include the
information
in any capital outlay plans within 60 days of the approval of a
compliance
plan by OSHPD.
